Дело в том, что Вы используете Trial (пробную) версию фотошопа.
Я так понял, что это CS3. У него есть проблема - после первой установки он настолько глубоко "въедается" в операционную систему, что помочь может только переустановка операционки.
Мой совет: для начала попробуйте использовать Crack
если не получится, то переустановите операционку. Заново установите Фотошоп и используйте Crack (инструкция по применению здесь)

или купите официальную полную версию фотошопа

При запросе программы Activate Adobe Photoshop выберите (By telephone via the Automated Software Activation System) и нажмите Next.
Из раздела инсталляции Phone Activation перепишите номер (Activation Number в окно keygen - в строку (Activation Number. и нажмите «Generate Auth Code»
Перепишите (Authorization Code из keygen в раздел инсталляции Phone Activation в строку (When you receive the Authorization Code, enter it here
Нажмите на (Activate).
Дождитесь окончания инсталляции
